COMP: In CMakeLists.txt - Update the way CMAKE_{LIBRARY,RUNTIME,ARCHIVE}_OUTPUT_DIRECTORY were set

It now possible to set either CTK_CMAKE_ARCHIVE_OUTPUT_DIRECTORY,
CTK_CMAKE_ARCHIVE_OUTPUT_DIRECTORY or CTK_CMAKE_ARCHIVE_OUTPUT_DIRECTORY
to change the default behavior.
