ENH: Rename ctkMacroGetTargetLibraries.cmake into ctkMacroTargetLibraries.cmake

Later, a collection of macros will be added to that file.
These ones will allow to retrieve information
related to the different Libs, Plugins, Applications and their
different set of dependencies.
